As Halloweentown prepares to celebrate its 1,000th anniversary, Marnie Piper and her brother Dylan return to Witch University, where trouble is in session from the Sinister Sisters and from someone who's plotting to use Marnie's powers for evil.

Pretty Joy and her friend come to Moscow to shoot a commercial. A taxi driver, who recruits girls for an underground organization run by a distant descendant of Rasputin, suggests they visit the Rasputin Museum. During the tour, the girls are hypnotized by the evil character, who hypnotizes his victims before using their charms to seduce the rich tourists.

It's summer camp as usual at Camp Manabe where the kids torment each other for fun while the underpaid camp staff provides as little supervision as possible. Greedy camp owner Frank and junior partner Ronnie do their best to keep everyone in line, but something sinister is about to put a slash in the roster. When campers and staff mysteriously begin disappearing and turning into gruesome corpses, paranoid Ronnie can't shake the memory of a series of grisly murders that took place at Camp Arawak. Court huntsman, Søtoft, is courting his daughter Else’s lady-in-waiting, Miss Engelke. That’s why it’s a bit of a punch in the stomach when, late one evening, he discovers his son Ove in close contact with her. Chamberlain von Plessen, who had been gossiping to Søtoft and is himself spying on the young couple, is going to set fire to the room they’re in. The hurt Søtoft wants to leave the young couple to their cruel fate – that is until he discovers that it’s not Engelke, but his daughter Else, who is trapped in the flames with her brother. Bombay reunites the Mighty Ducks and introduces a few new players, however, he finds himself distracted by his newfound fame and must regather if the Ducks are to defeat tournament favourites Iceland.
